Both are androgynous waifs and examples of lame, testosterone-less character design. They fail at being badass.
But since Sephiroth is a shallowly-motivated mama's boy, the vote goes - reluctantly - to Dante.

I have no idea who either one of these is. but, the guy on the right has blood on his face, so he has to model himself after the spartans !!
dante is way more brutal
